As a non-profit cooperative, MDBC exists to serve the needs of its members (i.e. customers). According to the MDBC By-Laws, there are varying types of membership classes:

  • Class A Membership:
    • Founding Members of MDBC (Tri-County Council of the Lower Shore, Mid-Shore Regional Council, Upper-Shore Regional Council, Tri-County Council of Southern Maryland, Tri-County Council of Western Maryland)
  • Class B Membership:
    • $500.00 one-time fee
    • Telecommunications Service Providers (ILEC, CLEC, MLEC, Telephone Cooperatives, ISP, IXC, Cable Operators, Wireless, Cellular, including private and municipal providers)
  • Class C Membership:
    • $1,500.00 one-time fee
    • Governmental / Public Sector Providers (users of public use fiber and or managed services for economic development activities. Use could include marketing assistance from MDBC on benefits of the network, assistance in marketing industrial parks, attending site visits, and assistance with preparing marketing literature and web development. Members may include State, County, City, Town, Federal, & Local Agencies, and Higher Education Institutions (public and private).
  • Class D Membership:
    • $3,000.00 one-time fee
    • Commercial and Industrial Users (case by case basis as determined by the Board of Directors in its sole discretion for users who need to use the MDBC network for economic development/job creation activities. Services could include collocation, server farm hosting, data center and storage, network monitoring, or dark fiber).
  • Class E Membership:
    • $500.00 one-time fee
    • Joint Use / Shared Resource Providers (Entities which have agreed to share with the Corporation, or have otherwise agreed to convey, assign, lease or license to the Corporation, a portion of their respective assets, rights or privileges, on such terms and conditions which have been determined by the Board of Directors, in its sole discretion, to be of substantial current or future benefit to the Corporation, and in furtherance of the purposes of the Corporation.)

By investing your one-time membership fee with MDBC, you join a non-profit, member owned cooperative that is dedicated to providing your company with wholesale broadband telecommunications products, services and programs at the lowest possible cost.

Along with being a member of MDBC, you have certain rights and responsibilities.

  • The right to talk to coop management about any problem or issue with MDBC
  • The right to attend the annual meeting and vote for Directors
  • The responsibility to keep your account current and help maintain the financial strength of your cooperative. We in turn have a commitment to you to fulfill our obligations as a responsible business organization and to supply wholesale broadband telecommunications services at the lowest possible cost and to maintain the highest quality of service.

By paying the membership fee and becoming a member of MDBC, your company will assume no personal or corporate liability or responsibility for any debts or liabilities of MDBC.

Membership Investments:

As a cooperative, MDBC requires any new member to pay a one-time membership fee. This fee covers the administrative costs associated with your membership. By becoming a member of MDBC, you receive the following benefits:

  • Ability to purchase telecom products and services from MDBC to increase your market share, reach new markets affordably, increase your recurring revenue, reduce your recurring costs, increase reliability and redundancy, enhance your service offerings, and increase your visibility among your customers.
  • You will receive dividends each year, as may be authorized by the Board of Directors depending on the level of products and services you purchase from MDBC. These dividends, commonly called Capital Credits, will be calculated based on the profits of MDBC, your share of the revenue generated for MDBC, and the percentage of capital credits applied to members as determined by your board of directors.

One-Time Membership Fees:

    • Class B: $500
    • Class C: $1,500
    • Class D: $3,000
    • Class E: $500

MDBC Membership fees are not deductible as charitable contributions. However, 95% is deductible as a business expense for tax purposes. The remaining 5% is non-deductible to the extent that MDBC engages in lobbying activities.
